Who decides what makes a target credible? The world’s leading standards body failed to agree on what a net zero plan should look like. The UK softened its climate reporting rules just as companies were preparing to comply. Meanwhile, the EU made it law that any climate pledge aimed at consumers must come with a time bound plan and independent checks. The global rulebook is fragmenting, which means organisations must build credibility into their goals themselves. That is exactly where this week’s deep dive on SMART goals comes in. 1. ISO’s Net Zero Standard Fails Its First Vote
ISO’s proposed net zero standard, designed to help organisations build credible transition plans, failed to win the two thirds approval it needed, after a record of nearly 5,000 comments during consultation. ISO did not disclose how members voted, but media reports point to opposition from fossil fuel producing countries. The setback shows the limits of consensus based standard setting, where the countries with the most to lose can slow down what counts as credible. The record feedback also shows how badly companies want a common definition. For businesses, the message is clear: don’t wait for a single global rulebook, and anchor targets to science based frameworks such as SBTi that investors already recognise.

2. UK Drops Mandatory IFRS Based Climate Reporting for Listed Companies
The Financial Conduct Authority will require UK listed companies to report against the UK’s ISSB based standards on a comply or explain basis, rather than making them mandatory, starting with accounting periods from January 2027. Relief for general sustainability disclosures and Scope 3 emissions remains in place, with the regulator citing the burden on smaller companies. The move protects smaller firms but weakens comparability, and comply or explain often becomes explain by default. It also dents the UK’s image as an early champion of the ISSB standards. For leaders, the smarter play is to comply anyway, because investors will read every explanation as a signal of weak readiness.

3. EU’s New Anti Greenwashing Rules Take Effect
The EU’s Empowering Consumers for the Green Transition directive now bans generic claims like “environmentally friendly” without proof, product neutrality claims based on carbon offsets, and sustainability labels that lack official certification. Future climate pledges must also be backed by detailed implementation plans with time bound targets and independent verification. The Commission found that more than half of green claims in the EU were vague or misleading, and 40% were completely unsubstantiated. Enforcement will depend on national authorities and may be uneven at first. Even so, the directive effectively turns well designed, verifiable targets into a legal requirement for consumer facing claims, so marketing and sustainability teams can no longer work in separate lanes.

Most sustainability teams set goals using the SMART test: Specific, Measurable, Achievable, Relevant and Time bound. Last week, we saw that only targets designed to bite actually cut emissions. This week, we go deeper. Building a Practically Useful Theory of Goal Setting and Task Motivation by Edwin Locke and Gary Latham sums up 35 years of research involving more than 40,000 people, over 100 different tasks and at least eight countries. Its findings suggest SMART gets most things right, but one letter may be quietly holding sustainability goals back.

Putting it to work: SMART, Sustainability Version

SMART was created as a management checklist in 1981, long before anyone set a net zero target. Here is how sustainability managers can sharpen each letter:

• Specific should mean absolute. Name the total you will reduce, not just a ratio that can hide growth.

• Measurable should mean what the planet sees. Track total tonnes alongside any efficiency metric, and report progress often enough for teams to adjust.

• Achievable should not mean comfortable. The research shows performance climbs with difficulty, so test whether your goal requires new capabilities or simply packages savings already in the pipeline.

• Relevant should mean fit for your starting point. Focus on your biggest impacts, and for complex areas like Scope 3, set learning goals first, such as mapping your top suppliers, before locking in reduction targets.

• Time bound should mean long term with checkpoints. Pair a long horizon with annual milestones and regular feedback, so the goal drives transformation while teams stay accountable.

The research reframes a common assumption: that the safest target is one you know you can hit. In reality, the “A” in SMART often pulls ambition down to what feels realistic today. The best sustainability goals are stretching, specific and backed by commitment and feedback, which is also what regulators like the EU are now starting to demand.

If difficult goals need commitment, should companies tie executive bonuses to sustainability targets? A study suggests money can actually weaken target completion. Next Monday, we will look at when sustainability linked pay drives results and when it backfires.

This week’s theme is simple, a target is only as good as the plan behind it. Amazon admitted it doesn’t yet know every route to its own net zero goal. Analysts warned that South Africa’s climate targets may be so easy they ask almost nothing of anyone. Meanwhile, a group of shippers showed what it looks like when a target turns into a purchase order. The gap between setting goals and delivering them is becoming the defining test of sustainability leadership.

1. Amazon Admits It Does Not Yet Know How It Will Reach Net Zero by 2040
At an Axios event on 22 September, Amazon’s Chief Sustainability Officer Kara Hurst acknowledged that the company does not yet know all the ways it will hit its 2040 net zero goal. Amazon points to its 42 GW clean energy portfolio, yet its carbon intensity rose last year, and it is planning a 7.65 GW gas plant for an AI data centre campus that could emit up to 33 million tonnes of CO2 a year. The candour is refreshing, but a long dated target with no clear pathway looks more like an aspiration than a commitment, especially when leadership leans on intensity metrics. With more than 700 companies now signed up to the Climate Pledge that Amazon co-founded, investors will increasingly ask for transition plans with interim milestones rather than headline pledges.

2. South Africa May Hit Its Climate Targets Without Really Trying
A GroundUp and The Outlier analysis published on 25 September found that South Africa’s 2024 emissions of around 444 million tonnes already sit inside its 2025 target range. Climate Action Tracker says a fair share would mean a 40% cut between 2022 and 2035, while current targets imply only 16% to 29%. Most of the decline since 2008 has come from economic stagnation and power cuts rather than deliberate policy, so hitting the target says little about real progress. For companies, the lesson is uncomfortable: targets met by circumstance rather than strategy will not convince investors, and exporters face growing exposure to carbon border taxes from trading partners.

3. Microsoft and PepsiCo Back the Largest Electric Truck Order in US History
ZET SCALE, a shipper alliance backed by Microsoft and PepsiCo, has placed an initial order for 2,500 battery electric Class 8 trucks, with Tesla as primary manufacturer and Kenworth, Volvo and RIDE as secondary suppliers. The alliance plans to scale to at least 10,000 trucks and uses pooled demand and leasing to reduce the financial risk carriers face when switching technology. This is Scope 3 target setting turned into procurement power, and it shows that collective buying can move markets no single company could shift alone. The risk lies in execution: charging infrastructure, grid capacity and delivery timelines will decide whether the order becomes emissions cuts or stays a headline.

Having a climate target makes no difference to a company’s emissions. That is the uncomfortable headline from Managing Carbon Aspirations: The Influence of Corporate Climate Change Targets on Environmental Performance, in which Dahlmann, Branicki and Brammer tracked more than 1,300 companies across 42 countries. The companies that actually cut emissions were not simply the ones with targets. They were the ones whose targets were truly SMART.

What separates real targets from symbolic ones

Absolute beats intensity - Absolute targets were linked to real emission cuts, but intensity targets were not, and firms with more of them tended to see emissions rise. For example, cutting emissions per car from 10 to 7 tonnes meets a 30% intensity target, but if sales double from 100 to 200 cars, total emissions still climb from 1,000 to 1,400 tonnes.

• Ambition and time matter - Bigger reduction goals and longer time frames were associated with deeper cuts, which suggests that stretch goals push organisations beyond easy wins.

• Context shapes design - For lower carbon firms, absolute and broader scope targets mattered most. For carbon intensive firms, ambition and time frame made the difference.

For sustainability managers, the lesson is to treat target setting as strategy design, not reporting. Start by stress testing your current targets. Would they still deliver cuts if the business doubled in size? If not, an intensity target may be masking absolute growth. Next, check whether your ambition requires new capabilities or simply packages savings already in the pipeline. Then pair a long term destination with interim milestones, so the goal drives transformation while teams stay accountable year to year.

The paper reframes a common assumption that more targets do not mean more commitment. Investors and regulators are getting better at reading the difference, and the design of a target now signals a company’s intent as clearly as the number itself.

Watch how cities and regions are targeting super pollutants like methane, black carbon, and HFCs, the fastest lever available for slowing near term warming. The strategic lesson for any organisation is clear, long term goals stay credible only when paired with near term wins that stakeholders can see and measure.

Rather than waiting for global consensus, focused coalitions are acting now, sharing solutions and building momentum. Leaders who prioritise quick, high impact levers will earn the trust needed for longer transitions.

Last week’s results show that 75% of readers see efficiency labels as a good start, while only 13% want total use capped. Yet this week’s research warns that efficiency targets alone rarely cut absolute emissions. Transparency may be the first step, but it cannot be the last.

Sustainability Roundup is moving to Mondays. From now on, you will start each week with the latest sustainability news and strategic thinking.

This week's sustainability story was about accountability as much as ambition. In New York, the UN Secretary General asked every country for a dated plan to exit fossil fuels. Scientists confirmed that seven of nine planetary boundaries are now breached. Brussels decided that Europe's AI build out will be measured in kilowatt hours and litres of water. Targets alone no longer carry much weight, and the organisations that lead the next decade will be the ones that can show their numbers.

1. UN Climate Summit: Guterres Demands Dated Roadmaps Out of Fossil Fuels
At the UN Climate Summit on 23 September, Guterres asked every country for a fossil fuel exit plan with clear timelines. He told the G20, which produces about 80% of global emissions, to lead, and called for $1.3 trillion a year in climate finance by 2035. A new Global Grids Accelerator targets the 2,500 GW of renewables waiting for grid connections, which makes it the summit's most practical outcome. The roadmap appeal has no enforcement behind it, and it came just a week after Washington scrapped its power plant carbon rules. Investors will increasingly judge transition plans on dated timelines and grid access rather than headline targets.

2. EU to Grade Data Centres From A to G on Energy and Water Use
Brussels proposed appliance style energy and water labels for every data centre above 500 kW, starting in 2027. Sites will also get credit for reusing waste heat, adding clean power and supporting grid flexibility. Rewarding a site's contribution to the energy system is smart, but the energy grade measures efficiency, not total demand. That means a site can score an A while still straining local grids and water supplies. Expect label grades to show up in cloud procurement and Scope 3 conversations, with water and waste heat becoming part of how sites get approved.

3. Seven of Nine Planetary Health Boundaries Breached and Worsening
More than 60 scientists at the Potsdam Institute found seven of nine planetary boundaries breached, all at record levels and all still worsening. Climate, biodiversity, nutrient flows and novel entities such as plastics sit in the high risk zone, and land carbon sinks are weakening. The diagnosis is strong, but the report again stops short of saying what a fair share looks like for a country or a company. The weakening sinks raise permanence risk for forest based offsets. Nature and chemical pollution, not only carbon, will shape the next round of disclosure and supply chain scrutiny.

Many sustainability leaders assume their biggest opportunity lies in cutting emissions and costs inside their own operations. The paper Creating Sustainable Value by Hart and Milstein suggests that this view is too narrow. The authors argue that most managers see sustainability as a nuisance of regulation, cost and liability. They show instead that it can create value in four ways: cutting pollution, stewarding products, developing clean technology and building a long term sustainability vision. Firms create sustainable value only when they perform across all four.

For sustainability managers, this raises four important questions:

1. Is our sustainability agenda mostly about reducing cost and risk today, with little invested in tomorrow’s growth?

2. Are we engaging suppliers, customers and communities across the full life cycle of our products, or only managing our own footprint?

3. Which emerging technologies could make our current products or processes obsolete, and are we building capability in them now?

4. Do we have a clear view of which unmet social and environmental needs could become our next growth market?

The paper challenges a common assumption that sustainability is mainly an operational efficiency exercise. Efficiency gains in the lower quadrants protect today’s business, but they do not secure tomorrow’s. A portfolio concentrated in one quadrant leaves the company exposed, while a balanced portfolio turns sustainability from a compliance cost into a source of competitive advantage.

In an era of geopolitical shocks, the companies that treat sustainability as a resilience strategy will be the ones customers trust when prices and supply become unpredictable.

This week the state stepped back from pricing carbon and stepped forward to socialise climate loss. Brussels handed heavy industry €8 billion of free permits, Washington erased federal carbon limits on power plants, and the Commission launched an insurance alliance because three-quarters of Europe’s climate losses are uninsured. Policy is no longer a reliable forcing function for decarbonisation, while physical risk compounds regardless. Strategy must become capability-led, and this week’s research shows the fastest route to capability is learning through alliances.

1. EU countries back plan to give industries more free CO2 permits

EU member states backed an extra 121 million free ETS allowances for chemicals, metals, glass and ceramics over 2026–2030, worth about €8.25 billion in avoided carbon costs and more than the Commission proposed. A system designed to shrink free allocation just reversed direction in the name of competitiveness. The lesson: when carbon pricing and industrial policy collide, the carbon price loses. Treat carbon cost as a negotiated variable, not a planning constant, and separate what you decarbonise for regulators from what you decarbonise for customers, financiers and energy security. Only the second is durable.

2. EPA to undo carbon emission limits for power plants at G20 meeting

The US EPA finalised the repeal of federal greenhouse gas limits on coal- and gas-fired plants, announced at a G20 energy ministers’ meeting in Houston. The rules would have cut roughly a billion tonnes of CO2 by 2047 from a sector responsible for nearly a quarter of US emissions. Litigation will follow, but the strategic point is broader: regulatory decarbonisation is now cyclical, not secular, on both sides of the Atlantic. That raises the value of contractual decarbonisation, meaning long-dated clean power agreements, supplier covenants and investor commitments that survive an election. Policy risk is not a downside scenario; for regulation-led strategies it is the base case.

3. EU to launch climate insurance scheme after summer of extreme weather

After a summer of record wildfire, drought and heat, Ursula von der Leyen announced a Climate Insurance Alliance pooling insurers, investors, risk modellers and public authorities to scale group and parametric cover. Only a quarter of the bloc’s climate losses are insured; national budgets have become the insurer of last resort. Note the shape of the response: a multi-party alliance to build a market no single actor can build alone. For business, climate risk is moving from a disclosure item to a cost-of-capital item. Uninsurable assets will trade at a discount; resilient operations and strong risk data will be repriced upward.

Hübel, Weissbrod and Schaltegger (Long Range Planning, 2022) studied a $2.7 billion European meat company that partnered with nine startups making plant-based, insect-based and lab-grown protein. Textbook thinking says firms first get to know a partner, then learn skills from them. Here, getting to know the partner mattered the whole way through, and real skill transfer happened in only three of nine partnerships, and only after the company overcame its initial resistance to startups it once saw as the enemy. The authors call this the inhibition threshold.

Figure 4 shows three phases: getting past resistance, positive learning, then friction and dependence on startups with closer consumer ties. Surprisingly, the friction helped - it pushed the company to speed up its own product development, partner further from its core, and co-found an accelerator and joint venture, with a target to grow alternative proteins from 5% to 25% of revenue.

Key lessons for sustainability leaders:

• Judge partnerships by what you learn about the partner and their market, not only what you take.

• Run a portfolio: one alliance delivered most of the learning, but nobody knew which in advance.

• Plan for early resistance: the first partnership was kept secret, yet it made every later one possible.

The bottom line: in a week when regulation stopped pulling, the firms that keep moving will be the ones that learn faster than they can build, and that means partnering.

1. UN Votes to Adopt a New World Map That Reflects Africa's True Scale

The UN General Assembly voted to support the Equal Earth projection, replacing the centuries old Mercator projection that significantly underrepresents the size of Africa while exaggerating parts of Europe and North America. While some may dismiss the move as symbolic, the debate exposes how deeply embedded assumptions influence education, investment priorities, development narratives, and geopolitical perceptions. Sustainability discussions often focus on resource distribution and equity, yet representation itself shapes where attention, capital, and influence flow. The criticism, however, is that changing maps alone will not change economic inequalities unless accompanied by structural reforms that address the underlying imbalances they reflect.

2. OpenAI Calls for Mandatory National AI Safety Standards

OpenAI's call for mandatory national AI safety requirements follows incidents where advanced AI systems displayed unexpected autonomous behaviour during testing. Beyond technology governance, this is fundamentally a sustainability issue because societies increasingly rely on AI to shape employment, education, healthcare, and access to information, all core components of the social foundation that enables long term prosperity. The challenge is that regulation is being discussed after rapid deployment has already begun, raising questions about whether governance is keeping pace with innovation or merely reacting to it. Stronger standards could improve trust and societal resilience, but they may also concentrate influence among large firms that can afford compliance while creating barriers for smaller innovators.

3. August Becomes Joint Hottest Month Ever Recorded Globally

August 2026 became the joint hottest month ever recorded globally, with temperatures reaching approximately 1.65°C above preindustrial levels. While El Niño is contributing to the warming trend, focusing on natural climate cycles risks obscuring the larger story - decades of fossil fuel dependence, land use change, and unsustainable consumption patterns have created the conditions for every new climate record being broken today. The business risk is no longer confined to future scenarios; extreme heat is already affecting infrastructure, labour productivity, insurance costs, food systems, and supply chain reliability. The critical question is whether organisations are still planning for climate variability when they should now be planning for climate disruption.

Many sustainability strategies still assume that success comes from finding the right partner. Lea Fobbe’s research suggests the opposite. After analysing the collaboration practices of 271 organisations, the study found that most companies engage with only two to three external stakeholders, typically customers, suppliers, and industry associations.

More importantly, Figure 3 reveals that sustainability leaders distinguish themselves not by collaborating more intensely, but by collaborating with a wider range of stakeholders.

Key findings from the research:

• As organisations engage a larger number of stakeholders, collaboration expands beyond customers and suppliers to include universities, governments, and research institutions, bringing access to new knowledge and innovation capabilities.

• The most active sustainability collaborators build diverse stakeholder ecosystems rather than relying on a few strong partnerships, enabling them to tackle more complex and systemic challenges.

• Collaboration with competitors remains relatively limited, highlighting an untapped opportunity for pre - competitive action on shared sustainability issues.

The paper’s most important insight is that sustainability leadership is increasingly determined by the diversity of an organisation’s collaboration network. The organisations best positioned to drive meaningful change are not those with the strongest individual partnerships, but those that connect expertise, influence, and resources from across multiple stakeholder groups.

1. Nepal’s $2.56 Billion Flood Bill Exposes the Economic Cost of Climate Vulnerability

Nepal estimates recent flood losses at approximately $2.56 billion, highlighting a reality often overlooked in sustainability debates - someone ultimately pays for environmental degradation. While climate risks are frequently treated as future concerns, the costs are already being borne by communities, governments, and businesses at the sharp end of extreme weather events. The bigger issue is that infrastructure, supply chains, and economic planning remain designed around climate conditions that no longer exist. The cost of unsustainability does not disappear, it is simply transferred downstream until someone is forced to absorb it.

2. EU Deforestation Law Could Reshape Global Coffee Trade

The EU’s anti deforestation regulations are beginning to reshape how coffee producers access global markets, with traceability and supply chain transparency becoming prerequisites for trade. While the regulation aims to reduce environmental damage, it may also create barriers for smaller producers who lack the resources to meet compliance requirements. Companies sourcing agricultural commodities can no longer treat sustainability data as optional reporting; it is rapidly becoming market access infrastructure. The unintended consequence may be greater consolidation across global supply chains as compliance costs rise.

3. China’s Renewable Mega Bases Still Depend on Coal, Report Finds

A new report shows that many of China’s large renewable energy projects continue to rely on coal power support, underscoring the complexity of energy transitions at scale. The finding challenges the simplistic narrative that renewable deployment alone guarantees decarbonisation, revealing the importance of grid flexibility, storage, and system level planning. Businesses betting on clean energy growth should pay closer attention to energy system architecture rather than headline renewable capacity figures. The transition is happening, but not as cleanly or as quickly as many assume.

Many sustainability strategies are built on a simple assumption - make a product greener and consumers will reward it. Drawing on Porter’s Cost Leadership and Differentiation theory, the research finds that sustainability only becomes a meaningful competitive advantage when consumers both care about sustainability and have enough information to distinguish genuine action from marketing claims.

The framework highlights two critical variables -

1. Consumer involvement

2. Information transparency.

Where both are low, firms are incentivised to compete primarily on cost, and greenwashing can become more attractive than substantive sustainability improvements. Where both are high, companies have stronger incentives to invest in genuine sustainability differentiation because consumers are more likely to recognise and reward credible performance.

The assumption that more clean energy automatically means less fossil fuel use is breaking down as transmission networks, storage capacity and grid flexibility fail to keep pace. The next competitive advantage may not come from generating clean power, but from storing and managing it effectively.

Migration and reverse migration are becoming material sustainability risks capable of disrupting care systems, supply chains and economic resilience just as significantly as physical climate impacts.

3. Meta Faces Trial Over Child Safety⁠

A landmark trial against Meta heard testimony from a former engineering director who alleged that growth and engagement were consistently prioritised over child safety on Facebook and Instagram. Beyond social media, the case reflects a broader shift in sustainability expectations. For years, companies could externalise social harms while maximising growth. That social licence is eroding. Whether the issue is youth mental health, AI safety or worker wellbeing, stakeholders increasingly expect businesses to take responsibility for the downstream consequences of their products. The strategic question is no longer whether a product creates value, but whether it creates value without creating unacceptable social costs. Companies that fail to answer that question may find regulators, courts and investors answering it for them.

Sustainability strategies assume that solutions can be replicated across markets with minimal adaptation. The CAGE Distance Framework, developed by Pankaj Ghemawat, challenges this assumption by arguing that cross border success depends on understanding four forms of distance between countries: Cultural, Administrative, Geographic and Economic. Sustainability initiatives often fail not because the solution is flawed, but because organisations underestimate these differences.

The framework offers four strategic insights:

• Cultural Distance influences how consumers, employees and communities perceive sustainability issues. Climate messaging, circular economy initiatives and responsible consumption campaigns may resonate differently across markets.

• Administrative Distance shapes exposure to regulations, reporting requirements, carbon pricing mechanisms and sustainability standards. The same strategy may face entirely different compliance realities across jurisdictions.

• Geographic Distance affects supply chain resilience, resource availability, logistics emissions and climate risks. Physical location remains a critical determinant of sustainability performance.

• Economic Distance influences affordability, purchasing power and willingness to pay for sustainable products. Solutions designed for developed markets may struggle in regions where cost remains the primary decision factor.

Organizations can no longer assume that what works in one market will work in another. As sustainability expectations fragment across regions, leaders must actively reassess whether their strategies are designed for the realities they face, not the ones they assume.

Many organisations still assume that strong economic performance is sufficient to maintain stakeholder support, but public acceptance increasingly depends on whether the benefits of transition are perceived as fair and widely shared. Companies navigating energy transitions, supply chain transformations and sustainability programmes may need to focus as much on distributional outcomes as operational outcomes. The greatest risk is not failed reform but reform that loses its social licence to operate.

Sustainability discussions often concentrate on environmental performance, yet this case shows that social legitimacy may become an equally important determinant of growth. Businesses developing AI, data driven products and emerging technologies may find that public trust becomes a scarce strategic resource that cannot be retrofitted once stakeholder concerns have emerged.

3. Microsoft Backs Carbon Removal Through Wastewater Infrastructure

Microsoft’s latest agreement with CREW Carbon uses wastewater treatment infrastructure to remove carbon dioxide, signalling continued corporate investment in engineered carbon removal solutions. What makes the deal strategically significant is that it embeds climate action within existing infrastructure rather than relying on standalone offset projects. The announcement reflects a broader shift across sustainability strategy: competitive advantage increasingly comes from integrating environmental solutions into core operational systems. However, the long term challenge remains whether these technologies can scale rapidly and affordably enough to meet growing demand. The companies likely to benefit most from emerging carbon markets may not be those purchasing removals, but those helping build the infrastructure, standards and market architecture that make removals possible in the first place.

Many sustainability leaders assume that innovation is what regulators reward. The paper Strategic positioning and accelerating regulatory clearance for new ventures suggests something different - regulators often reward clarity before novelty. Analysing 239 venture backed medical technology firms, the authors found that organisations accelerated regulatory approval when they reduced complexity, aligned with familiar reference points and demonstrated legitimacy in ways regulators could quickly evaluate.

For executives, this raises four important questions:

1. Are we making our sustainability initiatives easy for regulators and stakeholders to understand?

2. Are we framing new sustainability solutions against recognised standards and proven examples?

Research published in the Strategic Communication: A New Perspective for Strategic Management, introduces the concept of the CEO Promise, arguing that strategic commitments create value only when they are public, future oriented, expressed with commitment, firm specific, beneficial to stakeholders and material enough that failure would damage credibility. Analysing more than 69,000 earnings calls from S&P 1500 companies, the authors found:

• Sustainability promises have the longest average time horizon (33.7 months) of any CEO commitment, meaning leaders remain accountable for them far longer than growth, cost reduction or innovation initiatives _{(see figure)}.

• Every public sustainability commitment strengthens legitimacy but also reduces strategic flexibility if business conditions change.

• Credibility is built through consistently delivering on a few meaningful promises rather than announcing increasingly ambitious targets.
